How much did the USA help Japan vs. Haiti?

well think of it like this Haiti is a 3rd world nation the houses they build (if you want to call them houses) and buildings they build arent exactly made to withstand earthquakes where as Japan knows they're in the ring of fire and built buildings that can withstand minor to moderate earthquakes and the japanese government probably have guidelines for scenarios like this to minimize as much casualties as they can, and they probably had guidelines for when when a nuclear meltdown occurred (and it helps when you have one of the largest economies in the world)
