My manager is such a pain?

It sounds to me like this nursery isn't being run in a safe or efficient manner, and the health and well-being of the children is being put at risk. Is there someone higher up you can go to with your concerns? If not, is there some government oversight agency you can file a report with? I think the bigger concern is the welfare of the children, not whether or not you think your boss is fair or not.
